Meet Sheriff Timothy Carter
Tim is the longest serving Sheriff in the history of Shenandoah County, which was established in 1772. He is currently serving his sixth term (2023-2027). He is a loyal public servant. For the past four decades, he has contributed as an active member of many community and civic organizations, and has held several positions of leadership with local, state, and international initiatives.
Tim graduated with a Bachelors of Science from James Madison University in Economics in 1985 and a Master of Education in Counseling Psychology from JMU in 1994. Tim is also a graduate of the 202nd Session of the FBI’s National Academy for Law Enforcement Administrators. He has completed police executive training at the University of Louisville’s Southern Police Institute and the University of Richmond’s Professional Executive Leadership School. He has extensive training in Law Enforcement Administration and Management, Leadership, Budgeting and Finance, Court Security, and Critical Incident Management. Tim is also a former Infantry Officer with the United States Army Reserves and attained the rank of Major.
Tim is a member of the Virginia Sheriffs’ Association and served as the organization’s President in 2019-2020. He continues on several important committees that impact sheriffs across the Commonwealth of Virginia. Most recently, he serves as a member the Association’s Legislative Committee. This committee reviews and promotes critical law enforcement legislation that impact public safety throughout the Commonwealth.
Tim is an active Board member of the Northwest Virginia Regional Drug and Gang Task Force and served as Chairman in 2013-2014. Under his leadership with the NWVRDTF, as well as through local operations, several undercover investigations and criminal organizations have been targeted and dismantled. These successful operations and cases have made Shenandoah County citizens safer and our community more peaceful.
Tim is active in his county and community. He is past President (2005-2006 and 2015-2016) of the Rotary Club of Woodstock and Past District Governor of Rotary District 7570 (2019-2020). He currently serves as the District Foundation Chair (2022-2025). Through his work and the Rotary District 7570 leadership, Tim was instrumental in a successful Capital Campaign that raised over 1 million dollars for The Rotary Foundation. These funds will be used to alleviate poverty, polio, and suffering throughout the world. Tim also served as the Secretary of Rotary District 7570 (2020-2022).
Tim is a member of the Board of Directors and served as President and Vice-President of Response, Inc. - Shenandoah County’s shelter for victims of domestic violence and sexual assault. Tim has volunteered and supported many other organizations in his community, such as Strasburg Kiwanis, and Bayse-Bryce Mountain Lions Clubs. He is a member of Valley Baptist Church in Edinburg, VA.
Tim’s home is Maurertown where he lives, along with his wife of 21 years, Karen Rhodes Carter, and their daughter, Mona.
Tim has been a Charter Member of the Strasburg Kiwanis Club since 2011.
Rotary Club Member, Past President and District Governor 2020
Tim has been involved with the Woodstock Rotary since 2000 and has been the club president and was District Governor in 2020. The Woodstock Rotary meets for lunch on Wednesday at the Woodstock Presbyterian Church.
Tim was the VSA President 2019-2020. The Virginia Sheriff's Association is dedicated to providing a voice for Virginia Sheriff's in Richmond and provides scholarships to local recipients.
Tim is a graduate of the 202nd Session of the FBI National Academy and is one of three ever to have achieved this training as a SCSO employee.
Tim has been a Bryce Mt Lions Club member since 2004. This club has conducted various community programs.
