Tim is the Sheriff of Shenandoah County. This is his fifth term (2020-2024). Before he was first elected in 2003, Tim served for eight years as the Chief Deputy with the Shenandoah County Sheriff’s Office.
Tim graduated with a Bachelors of Science from James Madison University in Economics in 1985 and a Master of Education in Counseling Psychology from JMU in 1994. Tim is also a graduate of the 202nd Session of the FBI’s National Academy for Law Enforcement Administrators. He has completed police executive training at the University of Louisville’s Southern Police Institute and the University of Richmond’s Professional Executive Leadership School. He has extensive training in Law Enforcement Administration and Management, Leadership, Budgeting and Finance, Court Security, and Critical Incident Management. Tim is also a former Infantry Officer with the United States Army Reserves and attained the rank of Major.
Tim is a member of the Virginia Sheriffs Association and currently served as the organization’s President in 2019-2020. He is an active Board member of the Northwest Virginia Regional Drug Task Force and served as it Chairman.
Tim is active in his county and community. He is past President (twice; 2005-2006 and 2015-2016) of the Rotary Club of Woodstock and Immediate Past District Governor of Rotary District 7570 (2019-2020), and currently serves as the District Secretary of Rotary District 7570.
Tim is a member of the Board of Directors and served as its President and Vice-President of Response, Inc.; Shenandoah County’s shelter for victims of domestic violence and sexual assault. Tim has volunteered and supported many other organizations in his community, such as Strasburg Kiwanis, and Bayse-Bryce Mountain Lions Clubs. He is a member of Valley Baptist Church in Edinburg, VA.
He is married to Karen Carter, formerly Karen Rhodes. They and their daughter, Mona, live outside of Maurertown, Virginia.
